local watering hole (not so local anymore)

At the local watering hole they have Internet access... now I presume the inital reason for this was not :

1. For employees to check their emails feverishly
2. Assistant managers looking at the same photo of the his niece from Halloween
2a. The assistant manager asking every employee who is 'working' to see the aforementioned photo

However, as he sat there, it was obvious he knew he should not be doing what he was doing as he kept looking around to make sure no one was watching him. I guess he did not see the patrons looking at him curiously as they sat waiting to order as he showed each waitress (not collectively might I add - so as not to draw too much attention to himself) the aforementioned photo.

I looked at him and immediately said that I would not tolerate that and its so frustrating as a manager to know that as soon as you turn your head, no one seems to care.
